Ask a Gulf importer what went wrong with last season and you rarely hear about freight rates. You hear about the pallet of one SKU that never moved, the line that was gone before the first weekend was over, and the fact that both travelled in the same container. A fireworks container is not a bulk purchase. It is a range decision with a sailing date attached, and the sailing date is the easy part.

What Actually Caps the Load, and It Isn’t Weight
Every container has three theoretical limits: volume, weight, and the quantity of explosive it is allowed to carry. With consumer fireworks, one of those three is almost never the binding constraint.
The numbers explain why. A 20ft dry container offers roughly 33 cubic metres of nominal internal volume, a 40ft about 67, and a 40ft high cube around 76. On paper each is rated to carry something in the region of 28 tonnes, although destination road limits often cut what you can actually move to nearer 21 to 24.
Nominal volume is not what you load either, and the gap is bigger than most first-time buyers expect. Once pallets, loading access, dunnage and securing are accounted for, a mixed dangerous-goods load in a 20ft usually works out at around 22 CBM, roughly two thirds of the nominal figure and the number most Liuyang exporters plan against. Now consider what goes inside: printed cartons of cakes and fountains, largely full of air, clay, paper tubes and packaging. A load of that description reaches the roof of the container while the weight is still in the low-to-mid teens of tonnes.
So the first ceiling is cube. The second is net explosive quantity: the mass of explosive substance in the consignment, excluding packaging and inert material. The transport documents and the IMDG Code call it net explosive mass; most of the trade says NEQ, and this guide follows the trade. The two behave differently, which is why both need stating. Cube is a property of your cartons, NEQ is a property of your product classification, and improving one can quietly worsen the other.

Start With the Licence, Not With the Catalogue
The most common sequencing error in a first Gulf order is to build the wish list first and check the permissions afterwards. It should run the other way round, because the licence held by the importer of record determines which product can even appear on the list.
Two questions settle most of the shape of the container. First, is the buyer selling to the public or supplying shows? A retail distributor works within consumer product and shelf economics; a display contractor buys against firing plans and needs professional-grade material, which is a different licence conversation in every Gulf state. Second, what does the licence say about quantity? Explosives licences in the region are typically written against a storage location and a permitted quantity, not against a product list. That figure, expressed in explosive content rather than cartons, is the constraint that catches importers out, and it is what the magazine section below deals with.
What the Rules Let You Put in One Box
Mixing is not a commercial preference; it is a regulated question with a published answer. Under the IMDG Code, goods of Class 1 may be stowed in the same closed cargo transport unit only where the permitted mixed-stowage table allows it. Fireworks sit in compatibility group G, and group G with group G carries an X in that table, which is the technical reason a mixed fireworks container is possible at all.
Two provisions in the same chapter matter as much as the table itself:

The practical reading: a container is cheapest and simplest when every line in it shares one division. The moment a 1.3G-classified line joins a 1.4G load, the classification of the whole box changes, and with it the stowage, potentially the freight, and often what the destination approval has to cover. Note that this turns on the classification assigned to the article by test and approval, not on how a supplier chooses to market it.
There is a second reason to keep the divisions apart, and at destination it bites harder than freight does. Retail importers are usually licensed for consumer product, which in most Gulf states means 1.4G and 1.4S. A 1.3G line arriving inside that load can put the whole container outside what the licence covers, even though the mixing itself was lawful at sea. If a display line genuinely belongs in your programme, it is normally cleaner as a separate consignment against the appropriate permission than as a few cartons riding along in a retail box.
That is why classification comes before assortment rather than after. Worth restating, because quotations blur it: 1.3G and 1.4G are transport divisions, not marketing categories. A product is not consumer-grade because someone typed 1.4G on an offer sheet.
The Ceiling Most Buyers Forget: The Magazine at the Other End
A container that is legal to load in China can still be impossible to receive. Explosives licensing is administered state by state across the Gulf, but the pattern importers consistently describe to us is the same: the permission attaches to an approved storage facility, and it carries a permitted quantity stated in explosive content. Because the detail differs between states and the licence sits with the importer of record, that figure has to be read off the licence itself rather than estimated by a supplier. If it allows less than your container carries, the shortfall is not a paperwork problem at the port. It is a cargo with nowhere compliant to go, accruing dangerous-goods storage charges while the position is sorted out.
The order of checks that avoids this takes one email:
- The importer confirms the licensed quantity at the receiving magazine, and how much of it is already committed to existing stock.
- The factory returns per-SKU explosive content for the proposed list, so the container total can be added up before anything is manufactured.
- Both figures are compared before the assortment is finalised, not after the booking.

A Three-Layer Assortment, and What Each Layer Is For
With the constraints established, the question becomes how to divide the space. What follows is a planning device rather than market research, and it works best as the opening structure for a conversation with a distributor who knows their own shelf:
- Core. Proven repeat lines, ordered in depth. Predictable turnover funds the shipment, and deep cartons per line keep unit costs and handling manageable.
- Seasonal. Product tied to one window: Eid family packs, National Day colour themes, wedding-season lines. Timing matters more than range here, because the same carton is high-margin on time and dead weight late.
- Trial. A deliberately small number of new lines, each in minimum cartons. Next season's core tends to come from here, and the layer stays small so that a line that fails costs shelf space rather than licensed magazine capacity.
The discipline that makes this work is not the ratio but the sizing rule on the trial layer: it is measured in cartons you can afford to write off. A third of a container of untested product is not a trial.
What Each Product Family Actually Does in a Gulf Mix
Product families are not interchangeable volume. They occupy different amounts of cube per unit of retail value, and they answer to different buyers.
- Multi-shot cakes are the commercial centre of most consumer loads. One item delivers a complete sequence, which is what a family buying a single product for an evening wants. They are also bulky, so they dominate the cube calculation and should be counted first.
- Fountains are ground-based and lower noise, which makes them the natural answer where aerial effects are restricted or a venue is enclosed. Dense relative to their retail price, so they use space efficiently.
- Sparklers and hand-held items have small cube and high unit counts, and they are the impulse purchase that brings families into the category. In our order books, sparkler quantities are usually the first thing a Gulf distributor raises on a repeat order.
- Roman candles ship in long, thin cartons that stack efficiently, and they give a mid-price step between hand-held items and cakes.
- Novelties are small in volume and useful for filling gaps in a load. Keep them to a defined block so they do not quietly become a third of the SKU count.
Hotels, resorts and indoor venues in the Gulf increasingly ask for low-noise, low-smoke effects, and that demand is met with different equipment rather than smaller fireworks; the trade-offs are in our comparison of cold spark machines and traditional gerbs. Venue and local authority approval still applies, and it is the operator's to obtain.
Eid and a National Day Are Two Different Containers
Gulf demand is not one season with peaks. It runs on two calendars: the Islamic calendar, which moves earlier each year against the Gregorian one, and fixed national dates. That single fact reshapes load planning more than any product decision.
Eid demand concentrates into a short, intense window with family buying at its centre: hand-held items, fountains, and mid-range cakes in depth, ordered against a date that shifts annually. National Day demand skews larger and more public, with institutional buyers, brand colour themes and bigger single items, and it sits on a fixed date, which makes it easier to plan and more crowded to book. Serving both from one shipment is entirely reasonable for a smaller market: one arrival, one shipment-approval cycle, one freight bill. Note what does and does not get consolidated: the approval attached to the shipment is handled once, while sales and event permissions at destination are still dealt with season by season. The cost is that the earlier window dictates the arrival date, so the later season's product waits in storage through the hottest months of the year. The Gulf then adds a constraint of its own.
Heat, Storage and Why Turnover Is a Compliance Issue
Many pyrotechnic compositions draw moisture from the air, and heat compounds what that moisture does. In a Gulf summer, a magazine without climate control is a harsher environment than most manufacturing markets design for, and the failure mode is gradual rather than dramatic: fuses that become temperamental, cardboard that softens, effects that no longer perform the way the sample did. The planning consequence argues against the instinct to buy big. A container sized to the selling window ties up less licensed capacity, spends less time in heat, and leaves room to react when one line sells out. Overbuying turns a commercial misjudgement into a storage problem, and storage here is licensed, finite and expensive.
Doing the Carton Arithmetic Before You Commit
The check that separates a plan from a wish list takes an afternoon with a spreadsheet, and it runs in one direction: from cartons upward. Six figures decide the load, and each one has an owner. Every line starts with the outside dimensions of the export carton rather than the size of the product inside it; units per carton and net explosive content per carton come off the same packing and classification paperwork.

An illustration of why step 3 usually bites first. Plan a 20ft mixed load against roughly 22 CBM rather than the 33 CBM nominal figure. If the cartons across your mix average out at about 0.025 m³, say a 40 × 30 × 20 cm box, that comes to somewhere near 880 cartons, which is why a first mixed container of consumer fireworks usually lands in the region of 800 to 1,200 cartons. A load of that description rarely comes near a 28-tonne payload rating, and that is the whole reason the volume line is reached long before the weight line.
Step 5 can tighten the picture further, and sometimes it is the figure that decides the load size rather than the cube. Both checks belong before the booking rather than after it.
Three figures, three owners. Cube belongs to the carton specification, explosive content to the classification, and payload to the carrier. Derive all three from one document set: a sales spreadsheet that becomes a second source of truth will eventually disagree with the packing list, and that disagreement tends to surface at a port.
Freeze the Brand and the Label Before the Load Is Built
Assortment decisions and artwork decisions are usually made by different people, which is why they collide so often. A late SKU substitution is a small commercial adjustment and a significant labelling event: printed cartons, retail packs and the shipment file all describe specific articles, and swapping a line after artwork is frozen means either a reprint or a set of documents that no longer match the cargo.
The sequence that avoids the collision is to settle the list, then classify, then print, and to treat any change after that point as a change to all three layers rather than to a line item. Sample Set First, Full Load Second
For a first order into a new market, the cheapest insurance available is to see the product perform before it ships in quantity. A proof-firing of the proposed core lines answers questions a specification sheet cannot: whether the effect duration matches the description, whether the sequence reads well at the distance a customer will watch it from, whether two cakes in the list are close enough that one is redundant.
The same visit is when carton marks, retail labels and paperwork should be reconciled against each other, while everything is still in China and a correction costs a reprint rather than a supervised operation at a dangerous-goods terminal. Replenishment is a different exercise, and it should be. A first container is a range experiment with a wide trial layer and even coverage; a replenishment is a reorder where the trial layer shrinks to whatever the previous season proved. What matters is that the second order is built from sell-through records rather than from the first order's file. A container repeated because it was easy to repeat is how a slow line ends up occupying licensed storage for another year.
Frequently Asked Questions
How many SKUs can you fit in one 20ft container of fireworks?
There is no rule that caps SKU count, because the limit is cartons rather than codes. A 20ft offers roughly 33 cubic metres nominal, but a mixed dangerous-goods load usually works out nearer 22 CBM once pallets, access, dunnage and securing are allowed for, which in practice means something like 800 to 1,200 cartons. So the real question is how few cartons per line you are willing to buy. Can 1.3G and 1.4G fireworks travel in the same container?
Often yes, but it changes the entire load. Fireworks sit in compatibility group G, and the IMDG permitted mixed-stowage table allows group G together with group G in one closed cargo transport unit. The catch is in the same chapter: where a mixed load spans different divisions, the whole load is treated as the more dangerous division, and the stowage arrangement has to meet the most stringent provisions for the entire load. Is a fireworks container limited by weight, volume or explosive quantity?
Almost never by weight. Consumer fireworks are bulky and light, so a container cubes out well before it approaches a payload rating in the region of 28 tonnes, and destination road limits frequently bring the practical weight figure down to somewhere between 21 and 24 anyway. Weight it towards product that is easy to sell and hard to get wrong: multi-shot cakes as the commercial core, fountains and sparklers as dependable family lines, and a modest novelty block. Keep genuinely experimental lines to a small share, because unsold stock in a licensed Gulf magazine occupies capacity you will want for the next season. Before the list is drawn at all, confirm which divisions and product types the importer's licence actually permits.
What does the factory need from us to work out a container plan?
Five things, and a finished SKU list is not one of them: the destination and the licensed quantity at the receiving magazine, the container size you have in mind, the selling window you are shipping for, a budget range, and either a draft line list or simply the categories you want covered. Can one container cover both Eid and a National Day?

How is a container for one event different from a retail-season container?
An event load is built backwards from the show and its approvals rather than forwards from a shelf. Quantities follow the firing plan instead of an assortment, the arrival date is fixed by the permit chain rather than by the season, and the buyer is frequently a contractor rather than a distributor. A retail assortment is judged over a whole season on range and sell-through. An event load has one test: is all of it there, in working order, on the date.

- The licensed quantity at destination — held by the importer of record, and issued by the explosives or civil defence authority in the destination state. This covers both how much explosive content the magazine may hold and which divisions and product types the licence extends to. It is the figure that most often decides how large a load can be, and no supplier can supply it for you.
- Product construction and packaging standards — GSO adoptions such as the EN 15947 series govern what may be placed on a Gulf market and how consumer packs are labelled. They decide what can be sold rather than what can be stowed, so they belong in the assortment decision but not in the stowage calculation: GSO EN 15947-5:2021 record
- Your dangerous-goods forwarder — carrier-specific acceptance conditions and any NEQ limit applied per container or per vessel, which sit on top of the Code rather than in it.
